Minnesota has specific requirements for obtaining Life and Health insurance licenses.

Pre-License Education Requirements

Pre-License Education IS REQUIRED

Minnesota REQUIRES pre-license education before taking the licensing exam:

Key Points:

• Must complete approved course of education before licensing
• Must pass monitored course certification exam with 70% or higher
• Must present Certificate of Completion at licensing exam
• Exemptions available for certain professional designations

CRITICAL: If you take the state exam BEFORE completing pre-license education, your results will be INVALID and you must retake the exam!

Exemptions from Pre-License Education

You may qualify for an exemption if you hold one of these designations:

For Life Insurance:

• CEBS (Certified Employee Benefit Specialist)
• ChFC (Chartered Financial Consultant)
• CIC (Certified Insurance Counselor)
• CLU (Chartered Life Underwriter)
• FLMI (Fellow, Life Management Institute)
• LUTCF (Life Underwriter Training Council Fellow)

For Health Insurance:

• CEBS (Certified Employee Benefit Specialist)
• HIA (Health Insurance Associate)
• REBC (Registered Employee Benefits Consultant)
• RHU (Registered Health Underwriter)

Also Exempt:

• 4-year college degree in business with insurance emphasis

Steps to Get Licensed

1. Complete pre-license education (unless exempt)

4. Get fingerprinted (recommended on exam day at PSI)
5. Pass state exam with 70% or higher
6. Apply through NIPR or Sircon - $50 application + $20 technology fee
7. Submit within 36 months of passing exam

• One must contain your name AND photograph

Testing Rules:

• Arrive 30 minutes early for check-in
• No cell phones or electronic devices
• No personal items at testing station
• Results provided immediately after completion

Nonresident Applicants

If you hold an active resident license in your home state:

• No pre-license education required for Minnesota
• No examination required
• Just apply through NIPR with your home state license in good standing
